In a small bowl, thoroughly combine melted butter, minced garlic, dried parsley, salt, and black pepper. Set the mixture aside to allow flavors to penetrate the butter.

Preheat oven to 375°F (190°C). Lay out flour tortillas flat on a clean work surface to facilitate filling.

Brush each tortilla evenly with the garlic butter mixture. Scatter crumbled bacon over the surface, then sprinkle cheddar and mozzarella cheeses evenly atop the bacon. If desired, add chopped chives for a fresh accent.

Firmly roll up each tortilla from one end to form a tight log, securing the filling inside. Position each roll seam-side down on a parchment-lined baking sheet to prevent unraveling during baking.

Coat the surface of each roll with any remaining garlic butter. Bake for 12–15 minutes or until the tortillas are crisp, the cheese is melted, and the tops are golden and bubbling.
