Line a cookie sheet or cooling rack with parchment paper.

Place chocolate candy melts in a microwave-safe bowl. Heat at 50% power for 1 minute, stir, then continue heating in 30-second intervals at 50% power, stirring after each, until smooth and fully melted, up to 5 minutes.

Using a fork or candy dipper, fully coat each Oreo cookie in melted chocolate. Allow excess chocolate to drip off before placing on parchment paper.

Press one white candy melt onto the lower half of each coated cookie to form the penguin's belly while the chocolate coating is still soft.

Place two candy eyeballs near the top of each cookie, then position two orange confetti sprinkles just below the eyes to create the beak.

Attach two M&M’s to the sides of each cookie and connect them across the top with a piece of licorice to resemble earmuffs.
